I have laid your letter of July 28th. before

His Excellency the Governor who desires me to express his thanks for the ready co-operation of your Government in the matters under discussion.

His Excellency the Governor of Macao invites the opinion of the Hongkong Government on the draft Regulations contained in your letter and I am accordingly to submit for His Excellency's consideration the following observations:-

(a).

It is suggested that the words "from Hong- -kong" should be omitted in the second line, as they give the impression of a special discrimination against imports from this Colony. The Hongkong Regulations are general and do not specify Macao in particular.

(b).

The Superintendent of Opium in lacao is presumably an officer of the Macao Government which is therefore in possession of full information as to the destination of all Morphine, Cocaine, and Compounds of Opium. I am directed to ask whether your Government would have any objection to informing this Government confidentially at the end of each quarter, of the quantities of these articles withdraw from the Government Store for re-exportation and the destination of the consignment, in order that His Excellency may be fully informed of the nature and course of the trade in which Hongkong Merchants participate. I have to add that subject to the foregoing His Excellency the Governor of Hongkong will welcome the enact- -ment of the proposed regulations, which should operate to control illegal trade.
